All of these data, and other Water Quality data we collected or compiled were \u201cignored\u201d in the NS Gov\/HRM <a href=\"https:\/\/engagehalifax.ca\/sandy-lake-special-planning-area\">Background Studies<\/a> for Sandy Lake. <strong>View <a href=\"https:\/\/versicolor.ca\/sandylakebedford\/2025\/07\/25\/community-studies-for-sandy-lake-bedford-ns-special-planning-area-ignore-critical-data-on-water-quality-23jul2025\/\/\">Post of July 25, 2025<\/a> for details.<\/strong><\/p><\/div>\n<p>Early in 2026 I was informed of a FOIPOP posting* related to the Sandy Lake Special Planning Area which includes a letter of Oct 22, 2024 from Kevin Neatt, VP at Clayton Developments Ltd.\/The Shaw Group sent to &#8220;Premier; Minister, Env cc Jason Brunt, Subject: Response to David Patriquin&#8221;<br \/>\n*<small><a href=\"https:\/\/openinformation.novascotia.ca\/FOI-Requests\/2025-02385-PRE\/723y-6g96\/about_data\">https:\/\/openinformation.novascotia.ca\/FOI-Requests\/2025-02385-PRE\/723y-6g96\/about_data<\/a>. The person who sent me the link would not disclose who submitted the FOIPOP request. FOIPOP refers to\u00a0<a href=\"https:\/\/novascotia.ca\/tran\/hottopics\/foipop.asp\">The Freedom of Information and Protection of Privacy (FOIPOP) Act<\/a>. <\/small><\/p>\n<p>Mr Neatt&#8217;s letter includes the covering page of the letter (e-mail) I sent on Oct 1, 2024 to the Premier and others on the subject &#8220;The Precarious State of Sandy Lake (Special Planning Area)&#8221;*<br \/>\n*<small>My letter was addressed to Premier Tim Houston &amp; Mayor John Savage, Minister John Lohr (Municipal Affairs &amp; Housing) and Minister Tim Halman (Environment and Climate Change) with cc&#8217;s, amongst others, to Kevin Neatt at Clayton Developments Ltd. My letter (e-mail) of Oct 1, 2024 and the attached docs can be viewed <a href=\"https:\/\/versicolor.ca\/sandylakebedford\/quicklinks\/letter-of-oct-1-2024-to-premier-others\/\">here<\/a>.\u00a0<\/small><\/p>\n<p>In his &#8220;Response to David Patriquin&#8221;, Mr. Neatt asserts that my letter was written &#8220;o<em>n behalf of the residents currently residing on Sandy Lake<\/em>&#8221; and asks that it be reviewed &#8220;i<em>n the context of the inherent bias they have to maintain their current exclusive status residing directly on Sandy Lake<\/em>&#8220;.<\/p>\n<p>In the opening paragraph of his letter Mr.Neatt comments that &#8220;<em>when opposition to projects extends beyond rational objections, and cites pseudo-science as fact, we feel the need to respond.<\/em>&#8221;<\/p>\n<p>As further evidence of my inherent bias, Mr. Neatt cites concerns I had expressed about the Southdale development.*<br \/>\n* Mr. Neatt<small> is presumably referring to documents posted on the website of the NS Wild Flora Society, see <a href=\"https:\/\/nswildflora.ca\/comment\/eisners-cove-wetland\/letter-24aug2022\/\">https:\/\/nswildflora.ca\/comment\/eisners-cove-wetland\/letter-24aug2022\/<\/a><\/small><\/p>\n<p>As a Trusted Partner of the Government in their housing efforts, I can understand that Mr.<br \/>\nNeatt&#8217;s comments would have been duly considered by the recipients.<\/p>\n<p>Mr Neatt&#8217;s comments are clearly an attempt to smear my reputation with the provincial<br \/>\ngovernment but I am not concerned on that count &#8211;\u00a0 I had a career as an academic scientist and have critiqued certain gov. docs or policies going back to the late 1970s when I expressed concerns about the possible impacts of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Annapolis_Royal_Generating_Station\">Annapolis River Tidal Power Station<\/a> on a dykeland farm.<br \/>\n*<small>For some of that story, see <a href=\"https:\/\/dalspace.library.dal.ca\/items\/ab634a85-02ef-4839-928e-07c65f20bdef\">Demise of the garden of Acadia<\/a>, an article I wrote for Rural Delivery in 1981; the NS Government ultimately made a settlement with the farmer concerned.<\/small><\/p>\n<p>I have been very concerned, however, that Mr. Neatt&#8217;s comments are the reason that none of the existing limnological profile data on Sandy Lake were referenced or otherwise considered in the Stantec\u00a0<a href=\"https:\/\/hdp-ca-prod-app-hfx-engage-files.s3.ca-central-1.amazonaws.com\/7817\/5527\/1958\/284aef783adb871294e69fbf0623ac82_Sandy20Lake20Watershed20and20Stormwater20Management20Study.pdf\">Watershed Report for Sandy Lake,<\/a> not even those data obtained under the direction of and according to the protocols of the Halifax&#8217;s <a href=\"https:\/\/www.halifax.ca\/about-halifax\/environment-climate-change\/lakes-rivers\/lakewatchers\">LakeWatchers<\/a> program from 2022 onwards<em>* <\/em>or those\u00a0 obtained entirely independently by\u00a0 <a href=\"https:\/\/versicolor.ca\/sandylakebedford\/waters\/lakes\/limnol-profiles\/#doucet2021\">Dalhousie University limnologists in 2021<\/a>.<br \/>\n*<small> LakeWatcher Observations conducted by volunteers have been shown to be and have been accepted otherwise as fully equivalent to those obtained by consultants. View <a href=\"https:\/\/pub-halifax.escribemeetings.com\/filestream.ashx?DocumentId=441\">LakeWatchers Water Quality Monitoring Program Report 2022-2023;<\/a> also\u00a0 view remarks by Chris Kennedy in <a href=\"https:\/\/pub-halifax.escribemeetings.com\/Players\/ISIStandAlonePlayer.aspx?Id=59fd13ff-d78d-4cca-b017-7ae6c171a445\">videoed HRM proceedings<\/a> beginning at 4:42:00 min.; those are offered in response to a question from a Councillor about the use of volunteers in lake monitoring versus consultants.<\/small><\/p>\n<p>It was these latter observations, not mine\u00a0 of 2017 and 2019, which recorded very low deep water (hypolomnion) oxygen values, raising reasons for concern &#8211; I suggested, with reference to scientific literature &#8211;\u00a0 about the possible impacts of a major development proposed in an area where major headwaters for Sandy lake and associated wetlands are concentrated.
