Subject: Re: Clarification to PMRA's statement regarding Control of Chinch Bugs

To: PMRA OFFICIAL , PMRA
From: David Patriquin

I have now changed my reference to use of household soap on the versicolor website to reflect your recent clarification.

I do have a further question. I am familiar with cases in which older people simply want the work done by a lawncare co., and have to go with whatever the company is able to offer, even when they prefer not to use pesticides. Many such persons, I think, would have their company use household soap as an alternative.

Could a lawncare client request a lawncare company to apply household soap to a patch of grass affected by chinch bug, (or other pest), and can the lawncare company then provide that service (versus actively soliciting this type of business)? Would the client have to supply the soap and specify how it is used?

I am grateful for your consideration of this question.

Subject: Soap and lawncare companies

Hello Dr Patriquin,

I have an answer for you regarding your last inquiry.

The Agency can not make a recommendation regarding a request from a consumer to a lawncare company. Professional lawncare companies have policies and regulations to follow as well as insurance considerations. We recommend speaking with your provincial representatives and/or lawncare companies that service your region to further examine the issue.

I think this can be compared to the Cleaning Service industry where some companies strictly use their appliances and cleaning products as per company policy, etc.

Some suggested wording to address this issue could therefore be: "...you may want to request some assistance from friends, neighbours or family members to use the dish soap flannel trap method...."

I hope this response is satisfactory and invite you to continue corresponding with me if you have any further questions.

Regards,
PMRA OFFICIAL

Hello PMRA OFFICIAL ,

Your response of yesterday clarified the situation regarding individuals asking lawncare companies to use soap, however the reference to the dish soap flannel trap method lead me to wonder whether I have misunderstood your communication of Aug. 27. I am grateful for your consideration of the questions in the attached document.

I am copying this communication to the various people who have been copied previously.

I very much appreciate the time you are taking to deal with these questions.

Regards,

David Patriquin

Thank you. I would be grateful if you could let me know when you think you would get a reply back - not to put you on the spot, but there are some meetings coming up in which related issues will be discussed, and it would be helpful to have this matter clarified, or at least to know when the clarification will be forthcoming.

Subject: PMRA response - control of chinch bugs

Dr. Patriquin,

We thank you for identifying the source of confusion in our Effective Control of Chinch Bugs Pest Note. We are currently making the necessary changes to clarify the issue.

We also invite you to consult the information posted on our website to verify accuracy of information you have posted on the versicolor.ca site regarding chinch bugs. We will gladly forward any document in the event you cannot access some links on our site. (www.pmra-arla.gc.ca)

We believe we have been clear regarding what lawn care companies can and cannot do for control of chinch bugs. Lawn care companies cannot sell a service using an unregistered pest control product.

Following consultation of your website, I understand you wish access to insecticidal soaps and diatomaceous earth pest control products for control of chinch bugs. As you are well aware, their use is not currently registered for chinch bugs. In order to get these two products registered to control chinch bugs, you may approach the product manufacturers and request that they pursue a submission to PMRA to add chinch bug control to their labels.

I hope this response is satisfactory.

Regards,

PMRA OFFICIAL
